In Louisiana, harm reduction is a vital form of community care that recognizes the dignity, autonomy, and humanity of people who use drugs. With rising overdose rates, barriers to healthcare, and limited resources in many communities — especially across the South — harm reduction provides practical tools and education that help keep people safe, healthy, and connected to support without judgment or coercion. At Below Sea Level Aid, our harm reduction programs focus on overdose prevention, safer use education, wound care, drug checking resources, naloxone distribution, and connections to healthcare and social services. Our work is rooted in meeting people where they are and ensuring that everyone has access to compassionate, evidence-based care and support.

Safe Grounds

Safe Grounds is Below Sea Level Aid’s community syringe cleanup and environmental safety program focused on reducing syringe litter while promoting public health, dignity, and harm reduction education. Through organized cleanup efforts, community partnerships, and accessible disposal resources, Safe Grounds works to safely collect and properly dispose of used syringes in public spaces across Louisiana. The program helps create safer neighborhoods for everyone while reducing stigma toward people who use drugs and supporting evidence-based harm reduction practices.

PARISH

PARISH is Below Sea Level Aid’s drug checking and safer supply education program focused on helping people make more informed decisions about their substance use. Through drug checking resources, community alerts, and harm reduction education, PARISH works to reduce overdose risk and increase awareness about contaminants and changes within the local drug supply. The program provides nonjudgmental education on safer use practices, overdose prevention, and recognizing emerging substances in Louisiana communities.
