Neutral Ground is a community outreach program dedicated to supporting unhoused and low-income individuals in New Orleans. We provide free harm reduction supplies, hygiene products, and other essential items to help meet basic needs. Our services are low-barrier, meaning no proof of income or residency is required—just come as you are. At Neutral Ground, we prioritize accessibility, dignity, and respect for everyone, ensuring that those who need support can receive it without fear of judgment or exclusion.

Street-Based outreach
Our team regularly visits encampments to distribute harm reduction supplies, food, hygiene kits, and medical resources while building trust with the community. When sweeps occur, we provide real-time crisis intervention by helping individuals secure their belongings, connecting them with shelter or legal resources, and advocating against the displacement of vulnerable populations. Our approach prioritizes dignity, autonomy, and mutual aid, ensuring that those affected have the support they need to navigate these crises.

Emergency Preparedness
We assist with emergency preparedness in New Orleans by providing harm reduction-based disaster response support for vulnerable communities. Our outreach includes education on storm preparedness, evacuation planning, and mutual aid coordination, prioritizing those most at risk, such as people who use drugs, sex workers, and queer and trans individuals. In addition to educational resources, we distribute essential supplies for extreme weather conditions, including hurricane preparedness kits, extreme heat relief items, and cold-weather survival gear.

Neutral Ground Sites across New Orleans act as centralized supply distribution hubs for unhoused and low-income individuals. These sites provide essential resources such as harm reduction supplies, hygiene kits, food, water, weather-appropriate clothing, and first aid materials. Strategically located in accessible public spaces, our Neutral Ground Sites ensure that people can reliably access support without the barriers of traditional service models.
